Pioneer is certified by the NJDEP, PADEP and SCDHEC to perform services with minimal regulatory involvement for the closure and environmental assessment for heating oil USTs and possible discharges. This certification and activity significantly reduces the time and fees to the regulatory state and especially assists clients with property transactions. Activities allowed in the programs include non-regulated heating oil USTs with and without groundwater analytical plus the and sheen/immeasurable product assessment contamination.
The steel UST was a great idea; a few decades ago. The problem is that metal corrodes and its contents of hazardous substances leak. Metals corrode at different rates and other underground factors contribute to the time until a hole develops. Most of these substances are petroleum based and include gasoline, diesel, kerosene and heating oil. Pioneer provides exceptional experience for all issues associated with USTs and discharges of the hazardous substances. This includes permitting, removal and assessment of soil and/or groundwater testing. Pioneer’s services include laboratory and report preparation to the regulatory agencies.
Don’t be fooled by the ‘approved’ and ‘certified’ method of abandoning and filling of a UST. Yes, it is acceptable by some local codes but special conditions must be met. Does this mean the buyer/seller is protected without tests proving that a leak or discharge of gasoline or oil did not occur? No, it does not.
The ‘certification’ of cleaning and filling of a UST means ONLY that, and nothing else. This ‘certification’ has almost nothing to do whether a leak occurred from the UST and has no association with soil and/or groundwater testing. Laboratory analysis of properly collected soil and/or groundwater samples and assessment is the answer as to whether a leak or spill is from the UST, or oil supplier. The leak and spread of the petroleum is the important issue and liability; not that the UST was just wiped clean.
Pioneer conducts the required activities in accordance with the state and federal requirements for Vapor Intrusion Assessment. The potential for chemical vapors to migrate through subsurface soils and/or preferential pathways (such as underground utilities or porous materials) thereby impacting the indoor air quality of area buildings are caused by the presence of volatile chemicals in contaminated soil or ground water.
Vapors from groundwater impacted with volatile organic chemicals can accumulate under buildings and migrate into the living space. Pioneer has performed numerous sub-slab, near slab and indoor air vapor evaluations in accordance with the state and federal regulations. If vapor impacts are discovered, Pioneer can install vapor mitigation systems.
Safe drinking water is the ultimate root for nearly all environmental regulations. Pioneer provides services to evaluate drinking water wells for their location to potential hazardous substances, along with testing and consulting with the owner of the laboratory results. The quality of the drinking water from the well on your site depends on many factors including location, oil USTs, septic tanks/fields, casing depths, geology, site and /or neighbor’s activities, as well as other factors. During the buying/selling of a home Pioneer can provide its clients with evaluation and testing of the well water along with other items that can be important for demonstrating the ‘health’ of the property for selling, or simply self-assurance of knowing the quality of the water that you and your family are drinking.
