Registered Professional Geologist in PA and NJDEP Subsurface Evaluator
Steven K. Jones, CPG, PAPG, Subsurface Evaluator, as owner of Pioneer and conducting environmental services since 1988, balances the tasks of business, marketing and consulting of the LSRP, non-LSRP and all environmental projects. Mr. Jones is available for initial private consulting as a non-LSRP and for professional environmental 3rd Party Review to aid in settlement of soil and groundwater petroleum contaminant litigation. As a Temporary LSRP, Mr. Jones successfully filed with NJDEP and approved for ten (10) Response Action Outcomes (RAOs). Being on-site for direct assessment of approximately 1,250 underground storage tank removals and subsurface evaluations with the subsequent remedial actions and groundwater assessments, Mr. Jones has significant experience with the evaluations of source contaminants, history of fuel equipment as pollutant sources, spills and apportioning claims. Several factors are used in the assessments such as flow rates through soils and groundwater, soil and rock types, corrosion, distances, forensic data and other site specific factors to establish the desired criteria for the cases.
Five years of soil and rock identification and testing for geotechnical engineering in the middle Atlantic states region enhances Mr. Jones’s resources for assessments. Pioneer works closely with attorneys and its clients to perform these environmental services including Due Diligence, forensics and litigation. Since 1992, Mr. Jones, has been the expert witness and geologist in several very successful cases for its clients and to aid settlements.
Senior Project Manager

Mr. Gonglik is a Senior Project Manager, who has been working in the industry since 1998. He has gained years of program management and technical project experience related to the investigation and remediation of sites for variety of industrial and retail petroleum clients. He is currently registered in the State of New Jersey as a Licensed Site Remediation Professional and as a certified Subsurface Evaluator. His past responsibilities have included consulting and implementation of Phase I Environmental Site Assessments, (Phase I ESAs) Preliminary Site Assessments, Remedial Investigation/Feasibility Studies, Interim Remedial Measures, Remedial Action (i.e., chemical injection, soil excavation, groundwater treatment, LNAPL recovery, etc.) and Operation and Maintenance (O&M) of pump and treat remediation systems. Mr. Gonglik supports his clients in the development of technically sound approaches and strategies, with the objective of moving the projects toward closure. Highly skilled in site characterization for LNAPL and DNAPL sites. Oversight of numerous underground storage tank (UST) closures in accordance to the American Petroleum Institute (API) UST Removal Recommended Practice 1604. Experienced in planning, tank inspection, health and safety oversight, post excavation sample collection and report preparation in accordance with API protocol.
Primary responsibilities included program management for a diverse portfolio of retail, private and industrial clients. Responsibilities included remedial investigations/strategizing, data evaluation, project planning, overall accounting issues and regulatory compliance/interaction for sites located throughout New Jersey, New York and Pennsylvania. Mr. Gonglik is experienced with the supervision and management of multidiscipline project teams in project applications, resource scheduling and project budget management; preparation and technical review of proposals, reports and other deliverables; client communications and technical negotiations with State agencies and regulators. He developed proposals for characterization and remediation of contaminated sites in accordance with state regulations and has directed Phase I ESA’s and Preliminary Assessment/Site Investigation (PA/SI) and remedial actions at sites with a variety of contaminants that included volatile and semi-volatile compounds, petroleum hydrocarbons, chlorinated compounds, polychlorinated biphenyls (PCBs) and metals. Mr. Gonglik is versed at a variety of in-situ remedial technologies such as ozone/air bio-sparging, total phase/soil vapor extraction, in situ chemical oxidation (ISCO) and LNAPL skimming/pump and treat recovery systems.
Senior Project Manager
John has 25 years of experience managing investigation and remediation projects throughout New Jersey. Also, performed investigation and remediation projects in New York, Pennsylvania, Delaware and Florida. Project Management of environmental projects in the industrial, commercial and petroleum industries. Responsible for the Coordination and site management of environmental remediation projects involving large and small scale soil excavations, injections of sodium acetate, sodium lactate, hydrogen peroxide and permanganate, and the ozone injection. Also, managed projects with active soil vapor extraction systems and groundwater recovery systems.
Conducted environmental assessments on commercial properties, including refineries and petroleum pipelines. Developed the investigation plans and coordinated and directed the field activities. Performed soil and groundwater investigation activities using various drill rigs. Obtained approvals for alternative impact to groundwater soil remediation standards for sites in New Jersey.
Mr. Newman provided implementation and oversight of large-scale soil remediation project in New Jersey with soils impacted with VOCs, PCBs, metals and PAHs with large amounts of buried debris. Mr. Newman has provided implementation and oversight of soil excavation activities for projects in New Jersey and New York that were impacted with VOCs and petroleum compounds. Mr. Newman has prepared soil reuse plans for soil reuse projects and obtained NJDEP approvals.
Mr. Newman has implemented large scale vapor intrusion investigation activities for chlorinated compounds. Responsible for the oversight and implementation of small-scale and large-scale vapor mitigation systems for chlorinated compounds at dry cleaning and industrial facilities. Managed and performed LEED indoor air quality evaluations and follow up reporting.
Conducted building concrete and caulk sampling prior to demolition of structures in accordance with NJDEP regulations. Obtained Beneficial Reuse approval from the NJDEP to utilize impacted concrete under an asphalt road cap with a Deed Notice. Mr. Newman has prepared soil reuse plans for soil reuse projects and obtained NJDEP approvals.
Worked on several litigation projects for UST sites in Pennsylvania, New Jersey and Florida. Provided oversight and documentation during the removal of gasoline UST systems involving several potential responsible parties. Expert Report preparation in New Jersey. Also, provided litigation support on a large scale worldwide project regarding flexible gasoline piping utilized worldwide, which included air sample collection and documentation, sampling of various media, forensic analysis and photographic and written documentation. Deposed as a Fact Witness and an Expert Witness.
